Alert Level 3とLevel 4：3月25日から4週間（予定では）の外出制限と注意事項

本日14時頃、ニュージーランドのジャシンダ・アーダーン首相が会見を行い、新型コロナウイルスの感染者が102人となり、COVID-19 Alert Levelを2から3へと引き上げることを発表しました。

2020年3月25日の23時59分を以て、COVID-19 Alert Levelを4へと引き上げることも同時に発表しました。

このAlert Levelは、先週土曜日に発表された新型コロナウイルスに対しての4つの対応をまとめたシステムです（https://covid19.govt.nz/assets/COVID_Alert-levels_v2.pdf）。

Level 3の概要

今日から水曜日の23時59分まではLevel 3となっています。

Level 3は、

• Travel in areas with clusters or community transmission limited
  市中感染が確認された地域へのアクセス制限
• Affected educational facilities closed
  感染が確認された教育機関の閉鎖
• Mass gatherings cancelled
  集会の中止
• Public venues closed (e.g. libraries, museums, cinemas, food courts, gyms, pools, amusement parks)
  図書館や博物館、映画館、フードコート等の公共施設の閉鎖
• Alternative ways of working required and some non-essential businesses should close
  働き方の変更（オフィスではなく家から働く等）
• Non face-to-face primary care consultations
  対面式の初期診療の中止
• Non acute (elective) services and procedures in hospitals deferred and healthcare staff reprioritised
  急を要さない医療業務や診察・処置の優先順位の変更

となります。

今日も多くの会社が退社を早目、スタッフが帰路へとつきました。

明日も多くのオフィスや会社が営業を取りやめることが予想されます。

Level 4の概要

明後日水曜日23時59分からはAlert Levelは最大レベルのLevel 4へと引き上げられます。

Level 4は、

• People instructed to stay at home
  自宅待機（隔離）
• Educational facilities closed
  教育機関の閉鎖
• Businesses closed except for essential services (e.g. supermarkets, pharmacies, clinics) and lifeline utilities
  Essential Services（不可欠なビジネスって言えばいいのかな？次のセクションに詳細あり）以外のビジネスの閉鎖
  注）家から働くことは可能
• Rationing of supplies and requisitioning of facilities
  一定配給の管理（と言うのかな？）と施設の供給
• Travel severely limited
  旅行制限
• Major reprioritisation of healthcare services
  医療機関の優先事項の変更

となります。

基本的には外出禁止となるので注意してください。

スーパーや薬局は開いているので日用品の買い物は可能です。

Courts, tribunals and the justice system 裁判関係	Courts of New Zealand and tribunals 裁判所 Critical Crown entities (eg Electoral Commission) 選挙関係
Education 教育関係	At level 3 only: Schools and educational facilities (e.g. ECE centres) Level 3の時のみ、学校や教育機関 注：明日もLevel 3なのですが、医療従事者やCOVID-19の対応に必要な方の子どものみ登校可能な学校が多いようです。

となります。

Primary industries, including food and beverage production and processing（第一次産業）はこのまま働けることを考慮すると、何かしらの仕事はあるのかも。
